SOUTHERN CHILD PROTECTION COMPLEX
Temporary protection.
A pathway toward family.
In Les Cayes, Overture's professional support helps children move from temporary protection toward safe family care.
Southern Child Protection Complex.
The Southern Child Protection Complex in Les Cayes is a place of temporary protection for children facing separation, abuse, exploitation, or violence. Its purpose is to help children receive care while a safe, appropriate plan for their future is prepared.
Overture’s work at the Complex centers on that next step: helping children move toward lasting family care through professional case management and continued support.
A transition toward Haitian leadership.
The transition of the Les Cayes campus to IBESR, Haiti’s child protection authority, began in September 2025. Overture supported this transition to strengthen Haitian leadership in child protection and help move care toward family and community life.
Our guiding commitment is that temporary care should lead toward an appropriate lasting placement. Each child needs an individual plan that reaches beyond their time at the Complex.

Overture's contribution.
Overture’s commitment is professional staff support for case management. Our Haitian team contributes assessments, psychosocial support, family tracing, home assessments, and preparation for reunification or foster family placement, working in coordination with IBESR. IBESR leads the Complex and holds authority over child protection and placement decisions.
Our Reintegration Approach.
The Complex is just one stage in a child’s journey toward safe family care. Planning begins during temporary protection and continues after placement. Our approach connects immediate safety, preparation for a lasting placement, and the support a family needs to care for their child over time.

THE SEPARATED CHILD
Social workers listen to the child and assess their needs, relationships, and safety. Each plan considers the child’s experiences, strengths, and views.
RESCUE & PROCESSING
We work alongside IBESR and BPM, the Brigade for the Protection of Minors, to support authorized referrals and safe transfers. Authorities lead the legal and protection procedures.
THE COMPLEX: CRISIS CARE & REHABILITATION
During temporary care, our team provides psychosocial support, coordinates appropriate services, and begins tracing relatives. Attention to healing and family connections helps prepare the next step. Learn More
PERMANENCY PLANNING
Home visits, family assessments, counseling, and preparation help identify an appropriate lasting placement. Social workers develop an individual support plan with the child and caregivers, in coordination with IBESR.
FAMILY REINTEGRATION
When safe and appropriate, children return to parents or extended relatives. If that cannot be achieved safely, planning considers another suitable arrangement, including foster family care. IBESR authorizes placements, and preparation includes the support needed for the transition. Learn More
FAMILY STRENGTHENING
Visits, counseling, and regular review continue after placement. Education, nutrition, healthcare, caregiver guidance, and connections to community resources may form part of the plan, according to assessed needs and available support. Learn More
Care continues beyond the Complex.
After placement, our team continues with home visits, counseling, and review of support needs. Through family strengthening and connections to local services, we help caregivers navigate challenges and build stability with the children in their care.

Children with disabilities, chronic illnesses, or significant trauma may require additional services and caregiver preparation. Older youth may also need education, vocational opportunities, and life skills as part of their plan for adulthood. Continued follow-up helps us recognize concerns early and adjust support as circumstances change.
